probably there is a lot of confusion regarding the drive speed ratings as far as i can see .
just doubling the speed factor is not a guaranteed factor for double rise in speed of the drive as u can see for example a cd writer with 52x has the speed of 7200 kbps (ie the speed with which it can read or write data from or onto the cd) but this is the physical limitation of the drive ; therefore you will not come across drives with speed higher than the 52x speed ratings.
for the dvd drives the case is quite different with increased data layers in the dvd as well as better equipped lenses that can read high density data .
therefore norms are different for the dvd drives. for them 8x means 11,024 kbps and 16 x=22,160 kbps(yes its quite amounts double but not in the terms of cd writer )
so its better to have faster drives so that they can churn out larger volumes of data in the same time given.

It's the speed at which the DVD is burnt, there's not much difference between them if you're using one of them, but about DVDs of videos & sometimes music, the slower the write speed, the better the quallity.

it is the speed in which the data is written on DVDs... comparatively DVD 8x will be take a longer time to be ripped than the DVD 16x...

16x takes around 3-5 minutes to burn 4.7GB onto.
8x takes about twice as long as that.
