First thing in the morning. If you do it too late at night you risk mold / fungus growing overnight.
Of course with the current heat wave I've been watering about 7 am and 7 pm just to keep my vegetables growing.

The best time is in the morning. This way the plants have the daytime sun and heat to let the moisture dry from the leaves, and therefore the risk of fungus and mildew is reduced. Meanwhile they have the moisture they need for the day's heat. If you don't have time...then evening is the next best time. But around suppertime so that the plants have a change to dry off a little.

In the summer around 7pm, before the sun goes down but with still some daylight. Be careful not to wet down the leaves of the plants. Put the hose underneath each plant and water the ground.

Right before sunrise or right around sunset...This way the flowers and plants get all the water's nutrients. If you do it when the sun is shining bright 10a-2p most of the water will evaporate before nourishing the plants.

It is best to water in the morning before the sun gets too hot. I would do it before 10 so it has time to soak in. The evening after 6 and before 8pm would work also. That way the leaves would be dry and not cause mold before the sun sets.

Evenings! The water loss due to evaporation is greatly reduced and the plants have the whole night to take up the water before the sun comes out and dries it all up.

Early morning is best, before it gets too hot, if you wait too late the plants are in danger of "sun scald". If you cannot water until evening then make sure that the foliage has time to dry before dark, this will help you avoid most fungus problems.

Very early morning around sunrise is supposed to be the best time of day. But I don't have enough time in the morning so I water mine during the evening close to sunset.
