is it safe to use now , it is also a convection oven, can I put anything around shelf bracket support to stop this from doing it again, it seemed like it may have been a carbon build up but has left a small damage area to support . can I fill this with anything ? this microwave is about 15 years old but has been very very good until now and do not want to dump it

My understanding is that the 'arc' you see is when the gap between two pieces of metal is small enough that the building charge can jump. For example, a flat piece of tinfoil in a microwave won't arch while one crumpled into a ball will.

I wonder if some grease or dirt on the brackets had built up enough to make a small gap.

I am no expert, but it should be fine.

yes, i just read something about that. they say, if it arches, just clean it well. and it should be fine.
