if someone wont to be FBI or CIA agent what he must do ? .. and is there a CTU agency ? Like in 24 the tv show ?

Apply - it's just a job. Whether you have any skills they require is a different matter, but there are many different specialisms within these professions. A background in law enforcement or ICT wouldn't hurt.

No doubt in my mind YOU ARE the next director of the FBA; I know that because you will be self-employed. The FBI (I'll spell it again- FBI) require people to have more than a 1/2 gram of gray matter. Start by getting your GED for 5th grade. Best of luck.

Go to their websites, click on "Job Opportunities", make sure you meet all the requirements, and fill out an application.
If you are chosen, they will send a couple people to your house for an interview.
However if you want to join the NSA, all you have to do it lean really close to your computer monitor and say something like, "The attack is tomorrow right?" Then just wait a couple minutes, an armed detachment force will be with you shortly.
