I have a cockatiel. I HIGHLY recommend them, over any other affordable bird. They stay in their cage, sit on your shoulder, eat people food for treats, will learn to talk, will mimic your phone and doorbell in no time. They don't need walked or vet visits or shots.

The more you play with them, the more fun they are. But if you forget about them long enough, they will skwalk at you or hiss or even bite. So play with them every day or two at the least. Dont get two.. and don't give them a mirror. They will choose the other bird or reflection over you and bite at you.

Try a ferret. They're a lot of fun, and paradoxically less work if you get two - they play with each other, and keep each other busy when you can't be there to play with them. Our ferrets actually have their own room (about the size of a walk-in closet), and since they're free to run and play with each other all day, they're very person-oriented when we take them out.
Ferrets can walk on a leash, be trained to sit in your hood, and do any number of tricks, if they're in the mood. And they don't smell as much as people say they do - you can add a product called BiOdor to their water, which cuts the smell of ferret almost completely. Ferrets will even use a litterbox with good training!

I would recommend getting a same sex (or mixed sex with one or the other neutered) pair of rats. They are cute, cuddly, smart, and trainable to an extent.
