i don't know, but I noticed that too. i guess maybe people think that by talking louder the other person will magically learn how to speak that language

I am not sure under what circumstances you are experienceing this. Or what language you mean. I do know that there are some lagnuages that are naturally harsher sounding and often due to cultural differences the level of speech can differ. What may make it seem loud also is if it is unpleasant to the ears it can make it that much more noticable. For example, some asian languages sound like nails on a chalkboard to me and so even though they are not being louder than anyone, it is all I can hear.
I think saying that all people that speak a different language are louder is incorrect though. ;)
PLus SOME people (english speaking and all) are just Plain LOUD! haha. i know quite a few. Exspecially after a few drinks it gets even worse.

Because both parties feel the need to shout to get their points across. B/c neither one can understand each other. Just like when people have on headphones they feel the need to talk louder than normal so you can hear what they are saying.

When I have to communicate with some who doesn't speak English well, or has a heavy accent, I tell them to speak slower, not louder. It is the speed of foreign-born speakers that makes it hard to understand them, not their volume.

They think that if they can "hear" it better they will "understand" it better, :).
