thier local version of the town hall with have all records of owners for land , there expect taxes after all. They will be able to tell you if the owner has reserved the land for a future project or if there have relinquished it back to the local government for any reason, eigher way there should be an ownership record.
Even if it is owned, contact the owner and make an offer, you can also do this with houses and car parking space ect, it may be that the owner was left it in a will or no longer needs it, leaving it available. before you contact the owner ask the coucil or neighbours to the land as to when it was last used, you can use this as leverage when trying to pursuede a sale, and dont sound too keen, you can get land for cheaper than you think. if you intend to develop on it then ask the council if its allowed or infact possible. The owner may have brought it cheap before knowing they couldnt develop on it
Make an offer, leave your details and walk if needs be, then call back a few weeks later too

Through your local land registry. If you are not sure where this is, ask at your Local Authority (council). There may also be basic record logged at your local library too, it depends how large it is and if it stores records on microfilm. Make sure that you ask for current records, and not historical.
