I don't know where the boundary between legalities and war crimes is drawn, and I am interested since I keep hearing the term.

Most civilized countries entered into an agreement to follow and be governed by the "Geneva Convention", which sets forth the guidelines of what is and is not acceptable of a modern, technologically advanced society. For details research "Geneva Convention", as there's far too many variables involved to attempt to discuss them in this little bitty box.

Whenever a military action is taken and the opposite political party does not agree with it..... then it becomes a "war crime".

Technically the definition can be so broad as to include almost anything. That is why lawyers and liberals like to use it as a political weapon against anyone who disagrees with them.
