Im a computer novice and have no idea on this one. I see these in junk mail and dont know which to get. What does what, and which should I use

They really do the same things and hold the same amount of information. They are just two different formats that have survived over the last few years. Most DVD players READ both formats, but some will only write to one particular format.
Computer DVD drives handle either or for the most part, but if you buy a DVD Recorder (To replace a VCR) these are a little finiky on which format you need to use.
If you want to play a DVD+R or DVD-R back on an older DVD player, it is hit and miss sometimes on which format these can play back.

If you are looking for 'technical' information on the differences, like how they operate or record onto the media, that I do not know.

They are just 2 different formats. Todays DVD burners and players can usually play both so it probably does not matter. However, some home DVD players for your TV may only play one or the other. If that is what you would need it for, check with you home DVD player guide to see which it supports.

Look at you burner. some dvd burners will only burn on dvd+r wile some accept only dvd-r.
