it depends on how the word is being used. I received an international baccalaureate diploma when I was in high school. I was participating in the international baccalaureate program offered by my school and thousands of schools all over the world offer the program. The main office is in either Switzerland or England. In the U.S. I think it usually refers to a bachelors degree though

* this is not neccesarily the same as a Baccalaureate degree in another country.
In some countries it is awarded after completion of a vocational school or 2-3 years of college

in Romania, the "bacalaureat" is the final exam you give when finishing high-school. it has at least 4 exams (native language, high-school major area, and 2 minor courses) and it covers the info from all 4 years of high-school.
