nVidia. They are the best graphic cards. Their range starts at 2.8K, so within your budget.

You want a graphics card for Rs. 3500, good luck. I don't even think they exist in that price range. And if they do, they certainly won't offer the performance needed to play a game. And your motherboard appears only to have an AGP slot limiting your choices even further. I have no idea where to find a graphics card in India BUT I also do not know what the prices are. I do know that a Geforce 7300GT (lowest end PCIe card from nVidia) will run you Rs. 5500 but the performance is just okay, not great and certainly won't set any frame rate records.
Maybe you could find something in the 6200/6500/6600 series to suit your needs. But I don't know what the prices will be like.
