Don't feel bad, I can't blow smoke rings either.
What I do, is I hold my cigarette straight up, and push the cigarette upwards, and then pull straight back down (almost in a "testing the water" sort of manner), and it creates smoke rings. Not quite as impressive, but it works.

I don't smoke but I think when you puff out smoke, put your tongue in the middle and blow. I believe that is how you get the rings.

make a circle with your lips and exhale the smoke while quickly poking your tongue through your lips and pulling it back
