A formal. As in a gown. Black Tie can mean a tux or a formal suit & tie (is a difference)..and lady in a gown or (maybe) a cocktail dress. White Tie is formal all the way. Tux for a man and gown for the woman.
Color of gown for a formal event? An all Black or White gown is preferred/standard idea of what is considered proper- but can really do any color IF you keep it classy - as in not too glitzy/gawdy - but again - to each their own - (sometimes - and only sometimes) depending on the function - that can include a dressier cocktail dress. But normally (as in the Academy Awards for instance) Formal affairs means a gown to the ground or at least 3/4 length (tea length) There are always rule breaking rebels though - and they can be the most fun. So just dress up purty : -) and have a great time.

White tie & black tie events do differ.
While a cocktail dress *may* be suitable for a black tie event; it would not be appropriate for a white tie event.
White tie is far more formal and requires that a woman wear a full length evening gown, typically with gloves.

For men a black tie event means wear a very formal suit, and a white tie event means wear a tuxedo, dress accordingly. A long evening gown in a darker color or cream is appropriate for black tie, and that dress and elbow length gloves is appropriate for a white tie. Don't wear something poofy, or anything that could pass for a prom dress.

usually a nice evening dress, a cocktail dress(which is just a little shorter than a full blown evening gown.), or a full blown evening gown. expect either sequins, silk, satin, or some really good synthetic fabric that catches the light and sparkles or shimmers....

if it's a formal event, don't wear anything that goes above the knee, or anything too strappy with too much cleavage. that shows disrespect to the host. you can, however, wear really high, awesome heels with your dress and nobody will care.
