I need to put in some ground cover next to a pasture with horses in it and the horses might be able to reach under the fence and eat some.

No it's not good for animals or humans. It irritates the stomache.

Yes, I'm pretty sure it is!! Don' feed it!! I have 2 horses and nothing has happened to them, but then again I have never fed them that.
