Depends first on how long they have known each other. If they had sex all the time before they were married then they probably don't feel the need to be all over each other now. Once a week is pretty typical forpeople that have been in a relationship for a long time

Maybe the husband does not want to have a family too soon. That is why he is restricting himself to having sex twice or thrice in a month.

Did they have sex lots b4 they marry? Normal is different for all, some men and women like lot's sex , some don't! Heavy work load, stress, money worries, too close family/friends, health can all take a toll as well. Maybe she can set the mood, get things going herself rather than waiting for him to make the first move.

i'd say NO... or at least it is not normal in my newly wed marriage. We have sex like 3-4 a week. She needs to tell her husband how she feels

Normal or not it is not up to outsiders to decide. I think what is most important is that ur friend needs to have a serious talk with her husband and find out what is the problem.
Communication and understanding is key here.

Has it always been like this in their relationship? Was it like this before, with other women? If so, he might just have a low sex drive (it does happen). But if it's a change that occured suddenly, I would be concerned.

Were they sexually active before their marriage?
If not, this would have been a VERY good topic to discuss.
Most newlyweds enjoy each other sexually for quite sometime, despite the differences in appetite.
She needs to have a heart to heart talk with her husband. She may have a l-o-n-g unhappy life.
