You could try travelling around it.
If that's not an option, you can try internationalpenpals.net. I've met some great people on Yahoo and visited some of them when I was in Europe. You can attend International Youth Events as a volunteer, or just volunteer at local international events. You really meet some interesting people.
There are a lot of ways, you just need to be creative.

If you're looking for internet friends then go to a chat room or some international friend's site like Yahoo! 360 or myspace, hi-fi, tagworld or something similar to that. If you're looking for real people then probably you should have real penpals or so.
