I agree with Robert D. It's eaither the flap at the end of the chain that is leaking or the valve that fills the tank up. The valve that fills the tank up sounds more like what it is from what you described about running the bathroom sink. Running the bathroom sink will lower the pressure on the water pipes allowing the valve to close. If the ball doesn't float high enough due to a crack or not being adjusted properly, that could be part of the reason why the valve isn't closing or it could be the valve itself. If it's the bottom flapper, it could be caused by dirt getting under it and preventing it from sealing properly or by a crack of some sort in the flapper. It should be a relatively cheap fix, no more than $20 if you do it yourself.

It's either the flapper- the rubber stopper thing at the end of the chain inside the tank or the ballcock- which is a valve that re-fills the tank. You should be able to replace a flapper yourself. Just don't leave too much or too little tension in the chain. Replacing a ballcock requires some slightly special skills like holding the part that is inside the tank while you use a wrench to loosen (and later tighten) the nut below the tank. Earplugs will also solve the problem of any unusual noise.

Look at the water level in the tank. If the level is at the top of the overflow tube, you either have your float set too low, or your ballcock valve is leaking and needs to be replaced.
If the level is well below the top of the overflow tube, then your flapper valve is either warped or has a bad spot in it and needs to be replaced.

Lower the water level in the tank to where it is 1" below top of overflow tube

to check for the leak use food coloring.

It is probably the ball cock.
