When I download music, my computer puts all of the files I download into drive E. When I open up my drive E folder, it has induvidual icons for each song. One day I was sick of looking at the mess so I organized it such that all of the folders you see when you open up the drive E folder say the names of the artist, then you click on the artist and it opens folders of each album, and the induvidual songs are within those album folders. My problem is this: everytime I download something new I have to go back and set up these folders and it takes a while....Is there some way I can tell my drive E folder to do this for me?

When you download, then you can change the path to where you want the downloaded song to go to. So for each time you click on DOWNLOAD, you need to change the directory to where you want it to download to and it will go into that directory. If youre using a client like limewire, then I do not think you have an option to do that except to download them individually one at a time and then change the download folder directory.

I would recommend using iTunes to play your songs cause if you import them into iTunes, iTunes will do this all for you. There is a default setting in the preferences of iTunes to "keep your iTunes music organized". This will do it all for you. It works great.
