You might need to have the radiator cored. The cooling lines in the radiator might be clogged, at higher speed the engine needs to be cooled faster, the restricted lines within the radiator won't allow the engine to cool fast enough, at slower speeds the flow through the radiator would naturally be slower so it would work adequately. The best test is to remove the lower Rad. hose and fill the radiator with water while plugging the lower outlet, when the radiator is full, time how long it takes the radiator to drain, it should not take more than a few seconds. if it takes 4 seconds or more have the radiator cored or replaced.

I agree with the head gasket theroy, but most of the time that will be an oil leak. You might check if your cooling fan(s) are working. Could be a motor or relay.

I'd say either your water pump is failing, or your radiator needs to be cored to regain full efficiency. I'd probably look at the radiator first, the water pump problem would probably cause you to overheat in city driving too.

You said the antifreeze isn't leaking to much, you should no leaks, leaks will decrease the pressure inside the radiator which will increase emgine tempature. Take it the shop and have it checked out.

Neons are noted for head gaskets. Check your oil and antifreeze. If they are mixing either in your oil or in your radiator then you have a head gasket problem. Or save yourself the trouble and take it to a garage so they can put it on the scope or a difinitive answer.
