Uh, don't kill them? Has the word illegal ever crossed your mind?
Seriously though, a local garden shop should have some bird/pest repellent that will either spray on or it's a powder you can sprinkle on your fence to keep them away. Also, make sure you don't have anything that will attract the birds (Bird feeders, Dense trees, standing water) near the fence.

Better check with your city to see if you are allowed to. Also, it depends on the birds. If they are starlings, I believe those are the ones who are migratory, so if you put out stuff to kill the ones today, you will see a new flock tomorrow who just flew in. Sorry, cannot think of the city department that would handle this -- maybe check with Parks and Recreation or Code Enforcement first.

Some people use large plastic owls to keep birds off their roof, I have also seen large plastic cats. My dog barks and keeps the birds out of our yard and off the fence and phone lines. Avoid poisons, which can also poison any scavengers like dogs and cats that may eat the dead or dying birds.

You can avoid killing them. You don't mention what type of bird they are or how they are ruining the fence,(?) but there must be something that you can put up to scare them off.

I suggest you contact your local wildlife resource center before proceeding with killing any birds. It is illegal to do so in certain areas. I don't think you'd be very happy killing something you regard as a pest only to learn you are going to jail for doing this. Good luck!

First, you don't want to kill birds. Tie pieces of tin foil on your fence, tie ribbons that flows with the wind, these movements will startle the birds away.

Put out a few jalapeno peppers. Just slice them open lengthwise. The birds will eat the seeds and learn REALLY fast! I have done it before and it works very well.

put up few scarecrows at some distances on the fence..2nd option: .put up small microphones.. attached to tape recorder which has recorded sound of gunfire/cracker, this tape will go on repeating the same sound ,at the intervel of time u decide, through the day till u switch it off in the evening

I've heard about your fence and if you were a bird you would know why we do it.
But, How about placing an owl decoy on it. or maybe some wind socks.
