For clastics, the permiability increases with grain size and sorting, so a poorly sorted ss or shale are the best aquacludes. Carbonates are pratically never aquacludes because they dissolve too easily. Igneuous and metamorphic rocks can be aquacludes when not fractured.

So shale is the answer. Remember that shales can have great lateral permiability though.
