Yes, possible but not recommended. Production companies employ people called script coordinators (job title may vary) who SOMETIMES read scripts submitted by freelancers. Actually, most shows also have them, so if you have written a script for an existing program, look in the credits and see who the script coordinator is. Also, the web sites for some shows and production companies give this information.
Please keep in mind that many places to not accept scripts that are unsolicited or that are not written by members of the writers' union. You will have the most success if you get an agent and become a union member.

You probably can, but it would not be advisable. They would probably reject it and than steal your ideas and make a show. What you need to do is research on how to submit one without getting ripped off on your idea. See the sites below.
Take classes or read books on how to submit scripts.

Maybe if it's a Public Access Channel; I think the proper protocol is to get an agent and have them "shop it" around; if studios received unsolicited scripts, they'd be opening themselves up to all sorts of lawsuits in the future.

Without an agent, your chance of getting read are nil. None accept unsolicted scripts anymore. So, get yourself a literary agent and go for it.
