If you're using dialup or DSL, no, you can't get online if your phone isn't working.
If you're using cable modem, your phone has nothing to do with your Internet access. As long as your cable is working, you'll have Internet acess.

If you have cable internet, yes. We don't even have a phone line in our apartment at all.

You could go for a wireless setup...But be sure to be careful about it...Lots of lookers in the sky...
