Black is the absence of light. The reason some objects appear black is because they absorb nearly all of the light that hits them and reflect almost none.

Objects are considered a certain color, because that is the only wavelength of light that they reflect, and thus the color that we observe. All the other wavelengths of 'white-light' the object absorbs. Examples: white reflects all wavelengths or colors, black absorbs all, and red reflects the wavelengths of white-light that are in the 'red' range. So, black is the absence of light, it has no wavelength, and hopefully answers the question as to why there is no light available in black.

All kidding aside, black is the absence of light, by definition. In other words, the reason we say there is no black light is because we choose to define the meaning of the words "light" and "black" in such a way that there is no such thing as "black light". It is a language problem, not a physics problem.

there is 2 colours one black and the other white the combination of the white light which passess through will give U the all the other colurs Black is the colour which is high above all that can be untouched it just black is there but at low proportion to allow other colour to be visible for us
