If something has a meaning, it is a sign, whether spoken, etched onto a flat surface, or otherwise. Without some kind of human intentionality, the sign would just be an arbitrary noise, set of random squiggles, or meaningless chaotic phenomenon. And as far as the sign is designated as such, has underwent a process of naming, baptism, re-naming--- it is intended to serve a purpose, namely to transport a meaning.

It's a hard question. It's like just because you have experience in something, does it make you experienced? Because you've been through something, does that mean that you have necessarily learnt from it? And does that mean you have the right to advise people on the subject?

Yes everything happens for a reason there fore has purpose... without making or doing one thing another wouldn't or would change how it does happen. EX: you decide to drive the red car and no the blue on your way to work someone shoots at your car, find out later they thought it was someone they hated and wanted dead, all because of that RED car choice. But you learn you weren't meant to die or he was a bad shoot so you choose to volunteer at a retirement home. A because of the red car....

well different things have varying meanings for everyone and everything has a purpose in life for example someone speaking in french would not create too many meanings for me as i do not understand french. but once you begin to understand a situation or object you become associated with its meaning and therefore you decide whether it is purposefull to you. wow my head hurts even more now !

"Meaning" means it has a description or is decriptive and "purpose" means it has an application or reason for being.
