By definition, we don't know, because we haven't caught him/her yet.
Another problem is that the computer security field is so large that no one person can be "the best" in all of it anymore. I know guys who are excellent at finding and exploiting buffer overruns and other code bugs, other guys who are specializing in SQL injections, guys who are doing wireless security, and so on. There's a lot of guys who are at least *competent* in multiple areas, but nobody who's doing it *all*....
At one time, Kevin Mitnick was one of the best at social engineering - but he was more a con man that happened to use computers than a code hacker. Robert Morris Jr. managed to nuke basically the entire Net back in 1988 with the Morris Worm. Both have since retired from hacking and gone straight. There's been a number of other famous hackers that have gotten caught or retired as well.
There's a number of fairly scary guys out there now. I could name them, but trust me, these are people you do *not* want to be meeting up with....

how is the BEST computer HACKERs in the world???????? there's no best hacker in this world.... each day a new challanging hacker is born so can't tell there are lots of hackers none are best... even i WAS hacker that could hack a website in an hour i was not good as some other Hacker... but i think "Narf" hacker is probably one of Best
