The Gimp is the open source freeware version of Photoshop, and there's a gif animation plug in.
There are also a couple of small free programs that do this but I don't know what they're called.

there are many gif animation tools out there, most are free... just do a Google search:
http://www.google.co.uk/search?hl=en&rls=GGLG%2CGGLG%3A2006-18%2CGGLG%3Aen&q=build+animated+gif&meta=

personally I'm not in favour of animated gifs, but each to their own I guess!

You can download gif animators on www.download.com
just search for it
most of them are just limited trials, try downloading a file sharing program such as limewire. I use frostwire...its the same as limewire but doesnt have spyware...so they say.. ugh.. but u can search on one of those to get a totaly free one. I would look for a free one on download.com first though....

Try XARA 3D version 6, that'a one that I use most often for creative designs. Give it a try. I do not work for them, nor affiliated either.

Good luck
