Use a snake. They are a must have for any home owner. At least borrow one from your neighbor, say it's for the sink ;0) It's a round plastic thing with a handle, and a wire cable coming out. You unwind the cable down into the drain of the toilet, and then pull it back out. Hopefully it will push or pull whatever is clogging it. Then flush. Ahhhh

No. Do not put any drain opener in the toilet. If the plunger doesn't work you can try to snake it out yourself or call a plumber.
The trap design on a toilet prevents the cleaner from getting to the clog unless you use a plunger to push it down. And there is an excellent chance it can splashback and burn you. Drano and other drain opening chemicals have a pH of 13, unless diluted it begins digesting your skin pretty quickly.
If you know what is obstructing it you can try to wait it out (1 to 2 days for bathroom tissue, 3 - 5 days for paper towels). Inorganic objects, jar lids or plastic toys mean it must be snaked out. I get tree roots in the sewer line a lot, thats a job for the plumber.

Don't use Drano. It makes the water dangerous to work in. Instead, wait a while to let the water soften the obstruction. Then try additional plunging or get an augur (snake). (I assume that you have no reason to believe that it is a "foreign" object like a tennis ball or something of that nature.)
