The easiest way would be to use Ctrl+Alt+Delete, although some programs like Spybot Search and Destroy will show all the active programs running.

Hmmm, well try this. Click start, run, type msconfig, startup tab. I know it works on XP, not sure about 98.

But a little heads up, just in case you don't know. Microsoft is going to be stopping support for 98, only those with XP sp2 or higher will have the support and windows updates.

Chick Shift+Alt+Delete Buttons together.

It will show you Windows Task Manager, Click 'Applications'. it will shows all running application at that moment of time!

press alt,ctrl,del. to remove programs from running in back ground remove them from your start menu, right click your start menu then left click properties then left click advance then remove
