In my city i see them, but they hang out with themselves or hang out with life-of-the party type of people. But in the web, in voice chat, i try and voice chat , then i speak in japanese and they become happy and we have great conversations . Sure, maybe in my city i'm at fault for not even talking( cause i'm shy) but they are not really shy, they always have friends and talk so much... but i never see they have interest in me...they never even look at me. But they sure have interest in life -of -party (outgoing types)people. So why does it work in Voice chat online but not in real life?

Yes it is because you lack interpersonal social skills necessary to faciliate a compelling face to face conversation. Its easy to chat on msn and mask our shyness and other social short-comings, but it is no substitute and internet chatting is creating a generation of people who ironically have no communication skills - so please, refrain from making most of your friends on the chat. It may seem easier. Many people can actually be accused of having online relationships because they 'cant get none' and have no dating skills with real women - it works in voice chat and things because they are not able to see your mannerism and infer what kind of person you are - body language constitutes about 80% of human understanding in a conversation - subtle hints that we pick up called 'signals' that we don't even notice but still pick up - and msn doesn't allow this.

Because you talk there. Try that out side the chat room and you will get the same results... Good Luck
