It all about getting the conditions right and to a certain extent, the type of variety you're growing. Not to hot, not to cold. Not to humid, but humid enough...you get the point.
http://www.sensiseeds.com/ are the best IMO, never heard of any problems with them. You can get cheaper but you gotta watch the quality. Pleanty of useful links aswell that will be of use.

Visit your local riding stables or farm - they will happily let you take away some of their dung heap, usually for free.
Its a first rate fertiliser, not to mention completely organic
