If no one is giving you something to do, then no, it isn't wrong. However, you might just be out a job. I would take a note pad around for a few days and jot down things that you could see you might be able to help with. Then after you've observed some other jobs you might be interested in: Talk to your supervisor.
Say: I've been noticing that so and so has been looking swamped. Is there something I can do to help?

You'll be adding value to your job, because you might learn something new and your supervisor will (hopefully) see that you are willing to do things to help the company out. These are the actions that will help you get salary increases and help to protect your job.
