There are some animals that never stop swimming, like many species of shark, however, they HAVE to keep moving to push water through their mouths in order to breathe, and they may still sleep while moving, we just don't know yet."
As for flies, "the simple question about sleeping flies is a simple: "Yes, they do." When they sleep it takes about a hundred times the effort (in the form of vibrations) to startle them compared to their waking state."

Like humans, flies actually sleep at night, nap during the day, and get tired from sleep deprivation.
Most fish spend part of every day asleep. Being asleep can mean different things to different fish. Some fish (like herring and tuna) are motionless in the water during the night. Other fish, like rockfish and grouper, don't appear to sleep at all. They rest against rocks, bracing themselves with their fins. Also, some freshwater fish (like catfish) swim up under a log or river bank for shelter during the day. By the way, fish can't close their eyes when they sleep; they don't have eyelids

I know fish do, I see my cichlids at the bottom of the tank all the time. Then when you walk by they will swim to the middle or top really fast like you may have startled them out of their sleep. I don't see why flies wouldn't, but I've never actually seen it.

Fish do sleep. However, they do not have any eyelids, so they sleep with their eyes open.
Flies do sleep. It takes a great amount of effort since they are so active and small.

Fish do, they have bedtimes like us. If you were to turn off the light b4 going to bed, the fish will settle down for the night. Go back and pop the light on and the fish will b found at the bottm of the tank, dozing. They will then start to swim around again. Hope this helps.

They both sleep. Fish sleep by just floating in the water, but flies sleep just standing how they stand when they're awake.
