First, for someone to have access to your computer software has to exist on your computer that gives that person access.

This is typically done through trojan viruses.

1) an anti-virus software program will help
2) a firewall

a firewall will only allow programs to access the internet that you allow.

Although, this doesn't mean that do to a flaw in a program like Internet Explorer that a hacker hasn't had access to your system through that program that you want to give internet access to.

3) go to windows updates and keep your computer updated!

4) if your a little it computer savvy run a program like Hijack This! to see what's running on your computer.
Anything you don't understand in that list of stuff search for it on yahoo and you'll soon see if it's a valid program.
