It's when you've never had sex before. And yes... anyone, whether they're male or female, is a virgin if they haven't had sex. For girls there's just the extra fear of the pain they may experience the first time from the hymen breaking.

Virginity technically means "purity". So, an extra virgin olive oil has a much lower Ph level than less refined olive oils.
When this applies to people, it refers to whether or not someone has engaged in sex.
Virginity is not something you have and can be misplaced. It's a state of being that ceases once you have had sex.
For women, often times their hymen will break during intercourse. The hymen is a small piece of skin near the opening of a vagina. This skin can break due to exercise or any number of things anytime before a woman has intercourse. So it should not be an indication of virginity or lack thereof. This is especially important to note seeing as some people might opt for anal sex as a way of "keeping their virginity". Seeing as virginity is a question of "purity" in the sense that one is untouched, having anal sex would definately taint that purity. I would not be inclined to call such a person a virgin.
A lot of weight is associated to virginity in several different cultures. There really is no good reason for this, but it is not unheard of for women to get their hymens surgically reattached to create the illusion that they are still a virgin.
There is no way to tell if a man is or is not a virgin btw.

Virginity is a possession of both males and females who have never had sex before. When a person has had sex, he or she loses his or her VIRGINITY. While men can be virgins and lose their virginity, it is physically impossible to tell whether he is a virgin or not. With women, its different. A virgin woman will normally have an unbroken hymen (a structure in the female body) while a woman that has lost her virginity has her hymen broken. I must warn you that I may have spelled hymen wrong.

Virginity is the physical state of never having had sexual intercourse (penetration) before.
Men are virgins if they have never penetrated a partner sexually before. Women are virgins if they have never been penetrated sexually before.
In antiquity, a woman's virginity was tested by inspecting for an intact hymen. Nowadays, the definition of virginity has broadened.
