Dell is generally a decent brand

Win2k is usually faster straight out the box as it does not have all the eye candy WinXP does but it also depends on what is installed, what is set to run during start up, which services are running etc.

Windows 2000 is an older version, so Microsoft will eventually stop supporting it. I'd recommend upgrading to Windows XP, which the Dell will run with no problem

The Latitude D610 is a nice laptop. I would upgrade to Windows XP, but it's totally up to you.
