Reing retarded is because of chemical imbalances during the moithers pregnancy. The word retard is no longer used. People are no either "mentally challenged" or "learning diabled." Why the chemical imbalances occur is still not known. research goes on to discover a way to fight those imbalances.

If you mean why are they retarded like a natural thing then it could be because of incest, lack of air during birth or after, damage to the head, drugs or alcohol during pregnancy, and because of many other things that might not be coming to mind right now but if you mean why are they DEE, DEE, DEE, it's because they don't have lives.
