The way I see it, would be like a little brother, and a big brother... the little brother flicks the big brother's ears, and knows the big brother can't hurt him back ('cuz his mom warned him not to)... the little brother gets the feelings of being superiour... being allowed to exact a revenge (real or imagined) on the big brother who is normally superiour (in the little brother's eyes... bigger in size, able to go places and do things he can't, older, more rights, in a cooler school, etc).

Between two strangers, it's the same thing. But that revenge is replaced with rebellion... 'revenge against the status quo'. The desire to 'do as I please, in the face of what society tells me' manifests itself as hurtful words or deeds against complete strangers.

Put simply, " And because iniquity shall abound, the love of many shall wax cold." - Matthew 24:12
...'because meanness is popular, people just don't care about each other', so to speak.

We are all predators by nature. We thrive by either depriving and derive pleasure in causing suffering to weaker ones. This trait is possibly in our genes else logic fails.

You have to go back to our primitive beginnings, troop status, pecking order, that kind of thing. It should be obvious when you think about it.
