Wht is the freakin' purpose of identifying and deleting tracking cookies when they just are reinstalled every time you surf the web? WHY can't Yahoo's security program BLOCK the ones we already have deleted? THIS IS STUPID!!

They can be,

but other usefull stuff stops working. You can click on tools / internet options / privacy (and security/ internet / default level ) / and crank the sliders to high and try that for a few days before you go back and change it to default because it limits what you can do.

There is a thing called trusted zone in there that is usefull

Its impossible to block tracking cookies from being installed as when you surf the web, cookies are installed by the many different websites which have adware banners. These cookies can only be permanently blocked if you turn off ALL cookies. Which means you wont be able to acess some services like e-mail etc.

if i am not wrong then u have goofed up your question there is nothing related between yahoo and the cookies involved in the question.
first u shud try t figure out what cookies are . cookies in simple language are those text file that are stored by a particular website on ur pc for identifying ur preferences and or data that u give to a particular website.
and talking about the yahoo - yahoo (the website)too install cookies

Idiot - Yahoo has nothing to do with know what tracking cookies you decide to delete. It's all in your browser settings and security settings.
