Changing your ip address doesn't mean a thing. That changes every time you go online.
Clear all your offline caches. If you are using Internet Explorer then go to Tools, Internet Options, Delete Cookies, Delete Files, Delete Offline Content, and Clear History.
Do a search on your computer for the name of the website. When you find it, delete it. You must have had to download a copy of the chess game as well. Make sure you delete it. You will have to download it again.
If you have a spyware program like Ad-Aware, run it.
Change the name and password that you use on the website. You will have to start over as a new player, but it's better than not playing at all.
That should do it.
Don't do what you did to get kicked off again.

That is a bad statement to make. This means you are assuming the person is on dial up. i have cable and have had the same IP for 8 1/2 months. What needs to happen is if there is a router in the mix and a cable / dsl modem, do a hard reset on both (little button you can get to with a paperclip or pen tip). This will force the cable modem to attempt a release / renew (depending on ttl *time to live* and the DHCP rules provided by the ISP) I used to work for 2 ISP's we did this all the time. You can also call the cable / dsl provider and ask them to release / renew your IP, just tell them you are having issues with websites. They will usually comply. If you have dial up, you will get a new IP when you re-connect. Make sure you clear out your cookies, cache and browsing history just make sure.
