No, it is NOT paraphernalia, but if a police officer sees the marijuana leaf design on it, he may be tempted to be a bit more "inquisitive" about what else you might have on you or in your vehicle. It's like having a marijuana leaf tatoo, normally only people who USE will DISPLAY. My advice is to put the Zippo away as a collector's item and carry another lighter without the leaf.

Actually, just having the lighter would probably get you searched by the law enforcement official that detained you.
Any contraband turned up in said search resulting in an arrest and charge could be challenged as being obtained through an illegal search.
Your word against a peace officer.
Law enforcement is usually going to make the arrest on a questionable search and try to make the case more often than not.
'Paraphernalia' has become broader as to what is included under it's umbrella.

Im not absolutely sure but it might since it "advertises" a type of drug. But some people might say the lighter itself is drug paraphernalia since they consider ciggarettes to be drugs, plus you would use it to light up a joint, right?.....

No, but if I were a cop who stopped you for speeding, I might presume that you were holding and trump up some charges for you to get a closer peek of what else you might have with a marijuana leaf on it, including your dime bag stuffed down your pants.

It's basically a first amendment issue.
But can I guarantee the cops won't hassle you? No. They'd be wrong, but they could give you a hard time.
