Under the assumption that you just want toned legs, and not necessarily big legs. I would recommend doing squats, lunges, and that sort of stuff. If you go to the gym, there should be many Nautilus type machines that will tell you the parts that they are working out. You can also look up workout routines online. Lastly, if you have some disposable income, you could always get the opinion of a personal trainer.

do weights on your legs and squats and lunges three times a week about 45 minutes altogether should notice a diffrernce in 4 weeks

Start running. lifting weights, wear ankel weights and DONT WORRY ABOUT IT IF YOU ARE A CHICK THANK GOD YOU HAVE SMALL LEGS!!! dont ever have babys.

start playing soccer!! it gets your heart rate up,and your legs will have allot more muscle and if you keep running and playing, they will stay that way!!!plus its very fun!!!!!!!
