I'm going to say it's about Israel when the land was first given to them as a desert. There was a big tree-planting movement that ensued, people here in the US could buy a tree to plant in Israel I believe. Anyway, I think it's after the Holocaust, and the Jewish people were missing their lost loved ones, some of the whispering leaves that are now silent. Pile of rubbish can also mean the dead bodies, how people were reduced to ash and towns to rubble.
