The best thing to do if you are needing alot of it is to go to a party supply place or area in a grocery store and purchase it. However, if you don't have that choice, I would suggest cutting a stack of paper, of course each layer would be of a different color, into strips and then cuts those strips into smaller pieces. construction paper and colored wrapping paper in a blender. Do one, then the other, then mix them together.
