I'm not sure who invented it but the US government started to require auto manufacturers to supply it on cars back in the 1970's

It was just one of the ways to reduce the weight of vehicles in order to get better fuel economy......
They also stopped putting big heavy chrome plated bumpers on cars then too
Conserving fuel is something that is usually not frowned upon.
