I'm not sure about a society beyond the Hitler years, but he was trying to develop a nation of blond haired, blue eyed people who he felt were superior people. True they were more intelligent than average, and he was able to control his ideals because of his dictatorship. The experiment naturally fell apart at his death, but some of his experiments remain today from off-spring.
