No you don't have to hide the fact. However, in society it's usually not polite, or a pleasant sight for everyone to see.
Have to tell you though, my mischief mind had to control my laughter before I could respond. We all may do things in public that may not be polite. Like the need to scratch an itch, or the ladies pulling on the shorts when they get out of a car. Both the examples are done by many without thinking how it looks to the people watching.

I wouldn't say be open about it or anything. Don't go screaming out in public that your crotch is itchy and make everyone watch you. But if you're fairly discreet about it, its an itch...so scratch it

Perfectly alright to scratch your crotch in public....but don't forget to sniff at your fingers as soon as you are done scratching. You need a holistic approach. And if someone's watching, offer your fingers to that fella, "Go ahead, smell it!"

I have a new policy about men scratching and adjusting themselves in public. Loud enough for all to hear, I say, "Excuse me. We can all see you exploring your crotch. You are not invisible!"

Well sure... you can do a lot of things. But I'm sorry, that would just make me laugh... AT you, which isn't very nice. I mean, honestly, that would be my reaction. And I'd probably judge you as one of those slightly uncivilized manly men who watches/plays a lot of baseball and likes to arm wrestle and makes catcalls instead of acting classy. Not that I'd dislike you for it! Because guys like that can be nice, too. Just, that's what I'd think if you did that stuff in public.

Depends on the culture in which you are doing it. I would say a little scratching is ok as long as you don't say something like "Want to see my Alaskan King Crabs? They feel huge."
