Students on the waiting list will get called. Plus the next class enrollment will draw from that list first.
Often times enrollment goes up and down annually, and they be using a waiting list prior to expanding the program.
You can't play in the game if you're not already on the team.

They will be looking for reasons why you want the position, and they may change the order of the waiting list depending on those reasons and circumstances.. so answer the interview well!
