Most likely the owner of the monkey, for allowing the monkey to recklessly drive a car without following appropriate traffic laws. Anyways the owner probably would get arrested or at least charged and then the monkey taken out of his/her custody and then the owner would probably be sued by the owner of the car unless of course the car belonged to the owner of the monkey.

I'm pretty sure the the owner of the monkey would be in a lot of trouble - the owner of the stolen car would have to make sure he had reported the car as stolen and prove he didn't own a monkey! Umm tricky one. The monkey of course would get locked up but I don't know where (probably a zoo) and pretty sure it wouldn't be bothered so long as it was fed!

I had a cop ticket me once when it was my husband that was driving because it was my name on the insurance and ownership. Not a bad thing really, I only had to stand up in court and say that I wasn't the one 'operating the vehicle' and it was turned over.
