as far as I know, this is part of your SIM Card. That means, when you take out the card, you can't unlock it.
If you look at your original contact with your provider, the code should be there. Otherwise, call up the provider (e.g. Verizon or T-Mobile) and ask them to help.

On the inside of the manual they gave you they should have a little box that tells you the manufactured code and how to change it to your code. Usually the code is 1000 or 1234 or 12345.

If its your handset's code number you will find it in the manual or contact the service centre. if its the security pin or the barring code, it should be provided with your subscription paper. if you've lost it, contact the customer care of your operator.
